Job Description
- The client is seeking a technical IT Project Manager with at least five years’ experience to lead a project to replace the current Learning Management System (LMS).
- The project will include the development of specifications for the replacement application, the selection of a replacement application, the development of deliverables and the implementation of the new application. To include managing project team through user acceptance testing, system migration and implementation.
- The job duties include a mix of technical, management, and communications responsibilities to ensure that project goals are met on time and within budget.
- The position requires an individual who is self-motivated and can work with minimal direction/supervision.
- The individual selected will work closely with the Agency’s senior management to coordinate the technology and non-technology deliverables.
- A project team consisting of technical, management and agency subject matter experts will be used to complete this project.
- The Project Manager will be expected to utilize project management best practices and work closely with the project team to ensure a specification is developed that accurately reflects the needs of the agency, a product that meets the needs of the agency is selected, the product is implemented and operational in a timely manner and all requirements of the project are met.
The candidate will be required to:
- Run a large, complex project from the development of a specification to implementation and go live.
- Develop a detailed project plan, work assignments, project checklists and budgets to meet the agency’s established time frames, funding limitations and staffing availability.
- Define requirements, resources and schedule for project.
- Identify risks and develop mitigation strategies and contingency planning.
- Plan and schedule project deliverables, goals, milestones.
- Designs and maintain technical and project documentation.
- Experience migrating on premises solutions to Cloud or SaaS.
- Run project meetings and make presentations to agency personnel at all levels of the organization.
- Convey complex technical concepts to non-technical participants and agency leaders.
- Define project scope and objectives, with stakeholders, ensuring technical feasibility.
- Allocate internal and vendor resources effectively, managing workloads for productivity.
- Act as the main point of contact among stakeholders, agency partners, upper management, and project team.
- Assist in developing high-quality business and technical requirements.
- Provide regular status updates, manage risks and issues, and escalate to management as needed.
- Manage scope change requests, ensuring documentation, assessment, and approval.
- Adjust project plans and schedules as needed, communicating changes effectively.
- Continuously evaluate and improve project management processes and tools.
- Apply generally accepted project management principles based on PMI disciplines.
- Address project issues promptly, minimizing impact on timelines and objectives.
- Oversee testing to meet quality and performance standards before implementation.
The preferred candidate will have the following:
- Minimum 5 years of project management or IT Management.
- PMP (Project Management Professional) Certification or equivalent.
- Experience with learning management systems.
- Experience with assisting project teams with system migration and transition.
- Experience delivering large, complex data solutions.
- Bachelor’s Degree or higher in a technology related field.
- Experience in a team-based project environment.

- Experience in creating documents, such as business requirements, software requirements, process workflows, project plans, and user guides/training materials.
- Experience with evaluating project risks and issues and prioritize and develop mitigation or resolution strategies.
- Strong organizational, presentation, and customer service skills.
- Ability to develop strong client/vendor relationships and develop strategies and solutions.
- Able to analyze and interpret business documents; write clear and concise documents, business correspondence and meeting notes; create business presentations and respond to questions from managers, employees, and vendors.

- Experience in facilitating requirement analysis sessions with large and diverse stakeholder groups through requirements meetings, workshops, JAD sessions etc.
- Possess the ability to read, analyze and interpret general business documents; to write clear and legible documents, business correspondence and meeting notes; create presentations to effectively convey information and respond to questions from managers, employees, and vendors.
- Experience with analyzing inefficient business processes (manual entry, old technology, migrations, etc.) and working with business stakeholders and IT partners to create requirements for effective automated solutions.
- Proficient with MS Office; including Word, Excel, PowerPoint, Outlook, and Visio.
